You misunderstand the meaning of the filing. They are no longer SEC reporting, but still have to meet all OTC Markets requirements to stay current. This just saves them the time and expense of reporting through the Edgar system, which is very complicated. The company still has to file 10Qs & 10Ks to remain current.
