It could be possible that CVS had in mind to only do so many test stores in a quarter, sit back and see how they do, and then depending on success or lack there of, continue the ramp up or make some adjustments.

Either way, I don't think BIEL's ceo has any intention of pushing retail, I believe his interest is more towards hospitals and doctors, retail is an afterthought!
