They wanted to make sure none of the redacted material could be unmasked in the PDF they released.

A couple of months ago either the DC court or the VA court filed a brief and part of the redacted material was a sealed indictment they didn't want the public to see.

It was a bonehead move by the prosecution.

In this case you only needed Adobe Acrobat to convert it to a searchable doc.
