The majority would have to be from the float. Restricted shares are 67,323,890 and Charles Scott owns 64,200,000 of those. So 3,123,890 are the only restricted shares left. I'm sure management has every restricted share accounted for so I would assume the 12 million shares would be from the float which would be HUGE!
