It's not a sand filter, they said it was carbon. Based on what I understand of the filtration system the carbon would be on the output side of the electrocoagulation unit just prior to returning the treated water to the tank. It would be to remove any residual chloramines, chlorine created in the EC process.

What would necessitate the back washing of a carbon filter is an open question.

They obviously have figured it out.
