But that is what prisoners do in prison. Break the rules. Steal. Run black markets. Smuggle in stuff. Smuggle out stuff. Extort other prisoners and so on.

The Nasdaq's third tier, the AMEX can be just as bad, and last but not least, the OTC, it seems, are financial venues that reward failure.
