It is a fun one to comment on....so I will.

I didn't know he was an Eagle Scout or that he functioned "by the book". I sort of think one of his good qualities is that he is his own man and does not function by the book. That gives me some hope. Eagle Scout skills will help if he gets on Survivor.

FINRA/SEC - It is almost impossible for them to track that stuff because no one cares. There is no way they dig into VTSI company buyback trades unless there are official complaints. And even then, there is about a 99% chance no one looks at it.

If you want to do a little homework yourself, take the number of shares the company bought between Nov 19, 2018 and Dec 31, 2018 and divide that by the total volume during the same timeframe. Then you will know exactly how much they care about "the rules." My guess is you will be shocked by the result.
