As I understand it, its known as the "Short Squeeze". Sort of a snowball effect. As buying pressure grows, PPS heads north. Then shorts get scared and (or forced to) cover. Their covers are usually quite large. With each cover, another uptick (maybe), and so on. And as it snowballs, those of us that are in it "legally" just sit back and watch the PPS run.
But, a catalyst is needed to start the PPS upward. And that will have to come from Giorgio.
As far as SEC punishment? Doubt it. I think you could just open a trading account Canada and short away with little consequence.
