Well, VBF is the "owner" of the license. Not SIGO.

And shareholders may not know who the owner of VBF is, but surely the owners were disclosed on the license application to the state of California. Therefore, there may not be a need to transfer the license depending on what owners were listed on the application.

Who knows how a transfer of ownership might play out?? My head aches just thinking about it.
