Yes but if you scam people for millions and only get fined for a few tens of thousands or get maybe minimal prison then that's why some of these guys do it. Good example is the one you just provided, I mean the guy just got out of serving something like 3 years for scamming people out of $600k (and you know they did not have him in with the bad crowd).
Guess we now know what he spent his time in prison thinking of.
Sadly until the punishment fits the crime there's a lot of people willing to take the chance and rip people off.
