I was able to get in touch with OTC markets, apparently they have a New guideline rule that you can't PR uplist to QB until OTC markets has officially made the change.

The representative I spoke to said once the retraction of the Uplist PR is made they can then Change a stock's tier.

From my understanding it has to do with legal and liability terms. So sounds like this was all just a formality.
