The “uplist” isn’t official until it hits FINRA’s dailylist. In almost all cases it does so after close (before 5:30 pm Eastern) and is “effective” the next trading day at open. I have not seen one show up during the day or just before market open.

But nothing will show up on the dailylist in advance of the notice of effectiveness of the final S-1/A from the SEC on Edgar. And that won’t happen until the final S-1/A (with pricing) is filed by the company also on Edgar.
