I don't know why the SEC looks the other way to this stuff, brokerages simply sell the shares short, have the money first, then call the company to pr a raise, the company then sends the shares to brokerage to cover their short. They don't go calling people to produce the money.
Next pr? Probably on Friday that the offering is closed and even got over allotment shares sold.
