I've posited that theory a few times, but eh who listens to me?

What better manipulation than to put a bug in the SEC's ear about the delinquent filings as soon as they become delinquent and start scooping up cheap shares. Though the volume has only been between 10 to 15 million in the last couple of months, and it was fairly easy for me to scoop up shares at .0019 when UOIP was diluting last year. Maybe they didn't realize how big of a hurdle this case was going to be back then, who knows. I would certainly hedge my bets though if I were in their shoes.
