An impartial account from the city. Sounds to me that the mayor wants to see the company actually up and running, as we all do, before he can proceed. But still likes the concept.

I like to think of it like everyone witnessing the first phone conversation by Bell, but most had to wait to see it being used in the real world. Only early adopters could see the potential immediately. As an elected official, it would pay to be in there early to take credit, but not so early that he could lose face if there were any chance that this fell through. After all, this is a lot for people to sink in all the sudden. JR's seen it coming 18 years, most others need time to get used to the idea and want to see sales figures to validate.
