So the Texas Wildlife rubber stamped that SHMP could produce shrimp legally in the State. BIG DEAL, NOT!

Of course it is a big deal. Without the TPWD certification the shrimp can nor be sold. PERIOD.

That is a necessary step. It doesn't mean that the harvest rate is good or bad. It means that the shrimp are healthy and disease free.

It is not a rubber stamp as you stated. It is the equivalent of an FDA certification of wholesomeness.
