Dilution doesn't always necessarily mean that the outstanding number is increasing which i know is NOT.. However, if they had and old registration statement like a 504 or an S1 that is in place it could mean there was an abundance of shares distributed to certain individuals which were sold to a 3rd party at a discounted rate.. Basically shares that could be constituted as "Restricted" without actually having a concrete Restriction on them.

That is the only tangible explanation i have for the endless dumping we;ve been seeing.
