Several decades ago, as I was sitting in my electric blue meditation rocking chair with my eyes closed, the number $4.45 popped out of my mouth and I saw a contract with "Cayman Islands" at the top.

$4 = $5 - $1 = a missing president
$.45 = $.50 - $.05 = a Caribbean country missing a presidential home

Haiti is missing a presidential palace and the people are actively trying to remove their president. Perhaps when he is gone, COWI puts out news of some funky offshore financing that gets the stock price moving again?
