The average annual health-care costs for a family have risen from $9,242 in 2013 (the year prior to the ACA taking effect) to $20,604 in 2017

Healthcare costs are always rising for lots of reasons. The following source looks less dramatic than the above numbers..... Although these are per capita and not per family. 2013 @ $9,129 - 2017 @ $10,739, not that out of the ordinary.
