Actually it's extremely unlikely there will be another government shutdown in three weeks as Senate republicans don't have the stomach to go through another shutdown and any legislation they pass will be veto proofed.

Trump will be left with following through on his threat of declaring the southern border an emergency to get his border wall funding with the validity of such a declaration getting punted to the courts. But the government will remain open regardless.
