Market is flooded with flower. Oregon couldn't sell 1 million pounds of overstock last year. Plants don't equate to revenue. Branded product being sold in dispensaries equates to revenue. They can't sell it in the black market, they have to be in dispensaries. Until they have locations to sell in, the amount of flower is irrelevant and more of a liability than anything..
