My impression was that the original publication (probably one of the higher profile ones), kept them waiting by asking for amendment after amendment, or rewrite after rewrite. Whether such a process (if it occurred) was by accident or design we will never know. LP famously referred to it once as that 'damn publication' (maybe last years ASM?)
What I think she meant was that she was hugely frustrated about a journal continuously finding reasons not to publish.
When it was finally submitted to JTM, they turned this round from submission to publication very quickly. Some even questioned if there had been sufficient time for the report to have been adequately peer-reviewed.
It kind of fits for me with US mainstream media conspicuously omitting to report anything about NWBO/DCVax.
Indeed, when the JTM report was finally published (with data that was already pretty dated because of the delay), it received worldwide press attention. Many countries in Europe published articles, including the BBC and UK national papers.
But reporting in the US was almost non-existent, other than one or two regional or local newspapers.

There was a Fox TV news report probably about 5yrs back, but nothing since then. Others may recall better.
