I don't think they are. Usually this would bother me but in the case of VirTra it is not all bad IF they are not retiring the shares. Because in the future they can use them maybe to entice better employees or as bonuses or even to help the balance sheet if the stock eve does run up high.

That said, I would prefer they retire them but not a big deal to me.
