One can borrow money from loan sharks and pay huge "interest" back.

OR ... one can borrow money from a huge oil conglomerate to build a refinery, cutting a deal with them to make it worth their while so the refinery will ALWAYS have sustained "protection" if it's needed.

The fact that Jack had to resort to "loan sharks" for cash tells a reasonably sound mind that Jack is nothing more than a thief from the get-go.
