As usual, Dr. d'Couto's communication is couched in uncertain terms. He doesn't say the FINRA action will be completed, he says they "expect " to send out a "notification" "on the process" of issuing the class A shares.

"We are in the process of sending out notifications to the shareholders (through our transfer agent) on the process of getting the new Class A shares (in XNRGI) issued to you. Due to the holidays and other delays, we expect to send out notification over the course of the next two weeks."

He also removes himself or XNRGI from any direct obligation by including
"(through our transfer agent " in the text.
