This is a huge utility. I sure hope this is a ploy to gain the attention of the politicians. PCG also filed bankruptcy in 2001 when deregulation forced them to sell their generation assets (was to Enron), who then promptly raised the kWh charge to PCG to the point that PCG had to file bankruptcy. Utter madness at the time.
