bly or anyone, any thought to ARCA on the bid at 99,900 shares, or just someone wanting cheap shares?

Can anyone explain why a bid or ask is put in and it goes at the standard quantity of 5,000 when the real quantity is much higher, and other times we see a bid like this of 99,900?
