a) PRODUCT DEVELOPMENT
As of October 2018, the GVN and MARD do not have any plans to develop regulations for the management of research or approval of animal biotechnology applications.
b) COMMERCIAL PRODUCTION
As there are no regulations in place to govern animal biotechnology, there is no commercial production in Vietnam.
c) EXPORT None.

This says that "there are no regulations in place to govern animal biotechnology" (aka GMO animals) and as a result "there is no commercial production". In other words, there can be NO commercial production WITHOUT regulations because it is ILLEGAL.

So in order for any company (which would include KBLB) to enter into PRODUCTION on GMO animals, Vietnam will need to create NEW regulations. But the document also states that there are NO PLANS to create said new regulations.

OOPS!

That seems to be quite a sticky wicket.

But keep looking for those "pink elephants on parade", and trying to argue about a jot or tittle and what the definition of 'is' is.
