Because the news just came out on the 18th and traders haven't read it yet. So many hemp/cbd tickers this one has flown under the radar.

Same thing happens every year when a trip runs to pennies and traders look again in February in disbelief and lament.

I've done it about 12 times, watching a 0005 to 05 runner move up and up and up without my capital. Not this time.
