Was it legal when DCouto colluded with the initial funder of 5 million when the contract specified a stipulation was to go dark ?

Was it legal that this information and other was shared with insiders and a traffic buying spike was observed in July of 2017 ?

DCouto did not announce this to shareholders in violation of SEC rules.

Oh he finally produced a 10 k for 2016 and slipped that "update" in to cover his a$$ but that does not exempt him from the rule break.
