It's related to compression in that i suspect Trammel is attempting to counteract the perhaps somewhat reliable distortion introduced by poor or heavy MP3 compression.

Similar to those people who restore vintage photographs... they use their artistic skill to recreate what they guess the person looked like when the photo was taken.

But what if the subject of the photo actually had a giant birthmark on their face? The restorer could never know that and wouldn't put it into the recreated photo.

And also, as always, there's the standby tricks to make music sound better without analyzing it at all:

a) boost the bass
b) raise the volume

So nothing really at all to do with ‘compression’.
