Prescription versus OTC on the NHS in England

There are plenty of products on the NHS Tariff that are available over the counter as well.

Eye drops, nasal sprays, bandages, many examples. I do not believe it was one or the other. It was someones decision, whether it was BIELS or the pharmacy's I don't know.
