Isn't it interesting that congress has a way of including totally unrelated bills and provisions on any bill on the floor at any time. Perhaps there should be some sort of ruling prohibiting something like this. Jamming things in bills should be unconstitutional. Emergency bills for Hurricanes have unrelated junk pertaining to congressional pork snuck in all the time.
Just because they can do it doesn't mean it's moral or ethical.

"The bill narrowly advanced to a floor vote Wednesday after language was tucked into a procedural rule blocking for the rest of the year a vote on any war powers resolution limiting U.S. involvement in Yemen."
