They claimed 40% of market value EPS last quarter, 780 million assets, if that's true they don't need dilution and shady dilution loans.

It is just as you said:
-"Who would sell a dollar for 1,5 cents?"
-"Nobody"

They do, because it's a scam, the dollar value doesn't exist it's just the bait.
