That is only a partial truth...

MM's match orders. When a MM is looking to match a buyer and a seller, they buy from the seller and sell them to the buyer.

Sometimes the trades are in that order.

Sometimes they sell to the buyer and then they buy from the seller to match the trade.

Those show as short on the FINRA Daily Report. There is no short that needs covering... PERIOD! Just a normal part of making a market!

Additionally, new shares coming to market will also show on the report because there is a sell, and no matching buy!

THAT is likely the reason for the appearance of that trade on the report...
