I have no idea what they own currently, I also do not know who dumped over 300 million shares in April of 2018 either.

Right now, we do not know anything about the future share structure or prices and it would not be beneficial to speculate because there are too many key things not known.

I personally would rather own a smaller portion of a company with a potential for success, than a much higher percentage of a company that is headed to bankruptcy.

I still remember 2015 and 2016 with 10K's stating a going concern and the inability to move forward with the "business plan" due to a lack of funding.

By comparison, 2017 and 2018 with funding by outside investors seems to have yielded a bounty of forward momentum. This reset, will hopefully yield more new investment and a "solid state Lithium metal battery in 2019" and a Lithium Metal Air battery in 2020. If these two things happen, my Class A 10% dividend shares will go up in value and yield more dividend dollars and/or stock.
