Cool, but what is not clear to me is the dynamic between Argentiian Provinces and the Country level. Is it similar to the US scenario where the stated have some control, but there is a federal layer that complicates things or is it like the Canadian model where the Federal is now cleared and up to the provinces to decide how to implement?\

Either way is promising, but I am not sure how to gauge direct potential here.
