They draw a lot of water from the Colorado river as well. Back in the 30's Arizona was literally ready to go to war over that water. Took the Supreme Court to settle it. I doubt very much that SoCal will decrease the share they take. And I'll bet they are going to lobby a to get a large allotment from this release. . . for their swimming pools, of course.
