I am wondering why they are not actively bidding for shares given they said they were doing a share buyback

The did the buyback outside of the open market as they already PR'd. You won't see any buying in the market on this.

Look like the last few days this one is finally trading as a 3-4 million floater is supposed to trade without constant bid whacking and too much supply for such a low floater at ever the same price range for months. Let's see if it lasts.
