Check out the previous history of mergers. Most of them take 1-3 months, with some exceptions 3 months to a year. It's just like going to a closing on your house--you cannot close until everything is cleared. Every closing is different and sometimes people are not willing to wait and the deal is dead. That's how it is with company mergers and house closings. It's not a done deal until ALL parties have signed off.
