If they keep it below $0.21, then no warrants will be exercised giving the company money to survive on.
The thought is likely that they think it forces the company's hand to pursue financing, toxic, most preferably, to them. Although any financing that is dilutive is appealing to those fat *&^% who are sitting on the share price.
