1) the stock was delisted from the NYSE AMEX to the OTC and de-registered from the SEC so some retail holders would simply want out of the stock just because they won't hold any stock on the OTC.
2) I have no idea if there were or are any Institutional holders but if there were/are their Articles of Incorporation would prevent them from holding any stock below their threshold price, and/or prevent them from holding stock no longer listed on a National Exchange. If so, they could be the sellers. Institutions report to their own stakeholders so they can never reconcile holding stock for the aforementioned reasons.
3) With no debt as declared by the company there are no debt holders to depress the PPS.
The stock PPS varied around .20 cents prior to the delisting and as high as $60 to $120 dollars in previous years. Trading currently at .035 to .045 cents.
