The POR 7 was set up to differentiate this from MOST reorgs in as much as NOTHING CAN just come back here "RETURN" as would be normal in most reorgs!

IMHO the fair and reasonable REQUIRES THOSE MUST BE purchased from THE LEGACY MARKER HOLDERS so as to insure fair and reasonable to those harmed by the 5TH taking in the first place

I see no reason why this can not happen and be perfectly legal AND within the requirements of POR 7
