USCR, imo, the sector is in the dumpster as a reaction to the prospect of higher interest rates and their negative effect on investment in large real estate projects requiring concrete.

I doubt this has much to do with Hurricane Michael which would only have disrupted a very small portion of the south in the Florida panhandle and Georgia. And even there, the major roads were back working within a week.
