Allow me to make a correction. When I cited Annex Rules 1 - 8, I wrote exploration which should be exploitation. I've posted below the actual statement;

Rules 1–8 define general principles. Key among these are the complete prohibition of the commercial exploitation of underwater cultural heritage[1]:Rule 2 and the principle that in situ preservation should always be considered as a first option.[1]:Rule 1 The rules also cover aspects such as project design, conservation, documentation, and reporting.[1]
