I suspect you just answered your own question. You said:
"FDA would only come into play when they are trying to manufacture a product and distribute," So, if they (meaning UNVC or any other company) do not get FDA approval to manufacturer and or distribute then what would be the sense in getting current in the State of Delaware or any place else for that matter.
