Anyon who knows this judge would opine that the chances of Moran not getting jail time is zero. You don't defraud veterans TRICARE of $22 million and have a team of agents (many of them veterans) skate with no jail time. Judge Starrett is consistent in his sentencings on fraud.

Below are links to federal sentencing resources. Moran will be a category 1 offender if he has not been convicted of any other crimes previously.

Next is the point system of the crime itself. Health care fraud starts at 6 then the amounts come into play. Over 20 million is 22 points. That totals 28. Then there are additional factors in the ore sentencing report. Moving fraud proceeds through a public corporation could enhance the sentence 2 to 4 points. But if Moran takes full responsibility for his crimes he could get a 2 point reduction. Losing his license in Louisiana could also enhance his sentence under prior acts.

If you just take the base offense of 28 he is looking at 78-97 months.
