Maybe he doesn't want the US to know he is "helping" them with money he swindled from the to begin with. Do you really think somebody like him has any real interest in "helping" Americans. Come on.....

What do you think he's going to do, make a public announcement...hey I stole money from Americans and now I'm "giving" to the poor with money I took from them to begin with. I'm a hero and Americans are stupid.....
