If Carter wants to keep us in a grey market, he could sell a lot of his shares, and we would never see it coming. Selling his shares for EDGAR, lawyer fees and etc... Then when the settlement, and buyout happens the price would rise again. Its sketchy because he owns 90% of the stock and it has now been. suspended by the Sec....
