I was one of the prosecutors for a string of pump-and-dump scams occurring around 2003-2006. There were tens of thousands of victims and losses in the tens of millions of dollars from at least 18 different stocks perpetrated by a group of about 8-10 individuals (although not everyone was involved in every company).

We had pink-sheet data from the SEC with who had purchased the various stocks in the period we were looking at along with names and addresses. So we sent out ~24,000 letters to the last known address of each victim, informing them of the cases and that restitution was available if they responded with information about their trades. We got a bunch of returned mail and resent about 4-5000 letters where there was a forwarding address.

We got thousands of responses and charted out losses based on the amount each victim claimed if they had documentation or the amount we showed on the pink sheet data if they did not. We recovered more than $4.2 million in restitution from the various defendants and the victims we heard from were owed just shy of $13 million.

Because different defendants were charged with participation in different companies and provided varying amounts of restitution, people who lost money in some companies received all of their money back while others received as little as 16.8%
